An Act establishing a State Racing Commission; legalizing Horse and Dog Racing under License and Commission Supervision; prohibiting the imposition of License Fees by local authorities; providing that Eighty-five per cent (85%) of all persons connected with such racing shall be legal residents of Colorado; permitting Pari-Mutuel Wagers; Commission to receive Three per cent (3%) of all Pari-Mutuel Wagers and Ten per cent (10%) of all admission fees; net balance of revenue after deducting Commission Expense not to exceed Thirty Thousand Dollars ($30,000) annually to be divided, Eighty-five per cent (85%) equally among the Counties of the State and Fifteen per cent (15%) to the Bureau of Information and Publicity.
